BANNING was the first women to be elected to the Montgomery County Board of Commissioners. &lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;In the 1983 election BANNING won re-election. &amp;nbsp;In 1986, BETTY LINKER was appointed to replace Commissioner &lt;/span&gt;&lt;span style="color: #333333; font-family: 'Verdana','sans-serif';"&gt;Allan C.
